Historic Courthouse Gets Cutting Edge Live Stream Broadcast Capabilities In Council Chambers

The Monroe County Courthouse in Rochester, NY was originally built in 1894. The Italian Renaissance building is an historical building and holds a lot of county history within its walls. Yet it is still the meeting place of the 29-member Monroe County Legislature, which represents the 745,000 residents of the county.

Each legislator stands for a district of about 25,000 people. At each meeting of the Legislature, a public forum is held to give voice to citizens who have views to express on issues facing the community.

The Challenge

In order to properly give the citizens a platform that would align with a new generation's high-tech lifestyle, this sacred yet very old and historic building needed updates to its audio and video systems, which were in some cases, non-existent. Much care would need to be taken with the architecture and structure in order to preserve the building’s historical integrity. No drilling was allowed in many areas of the building and there were marble walls and pillars everywhere. In addition, the new installations would have to be completed by the next legislative session.

Our Solution

Fortunately, LAN infrastructure cabling had already been run through the facility’s existing ventilation system. We used this system to run much of our cables from the network node to the legislation room where all of the audio and video displays were located.

Our installation team replaced and refreshed the entire audio and video system for legislation room where video would now be streamed and recorded. We also replaced 20 gooseneck microphones, floor jacks, and wiring from the demo control position and wire to rack in a new closet 35 feet away.

We replaced an 8 space wall rack with a new 40 space rack with a new digital signal processor, control processor, switcher, and computer and microphone receivers. We were able to core through the floor 6 inches deep to accommodate relocated and new cabling which would run to the new rack location. Additionally, we installed, terminated, programed and tested all of the new and owner furnished equipment in the new 40 space equipment rack. We also terminated means connecting cables to XLR terminations from microphones to phoenix connector strips with 20 microphones in the legislature room.

Additional products included Crestron RMC-3 media processors, POE injectors, OFE Shure Wireless Receivers, Tesira Forte AVBs, Netgear 16 port switches, Roland VR-50HD multi format video mixer with AWRP50NJ controllers, Crestron TSW-1060-B-S for audio and system control, and Ashly KLR 3200 power amplifiers. We installed, terminated, programed and tested all video and audio controls in new custom workstation. Finally, we rewired three OFE speakers to the new rack position and installed two Tannoy Line array speakers and wall mounted and cabled two Panasonic AW-HE40SK PTZ cameras.
